A judge's ruling might force federal regulators to create new pollution permits for millions of boats around the country. All boat owners in Alaska, except those in the military, could potentially be required to apply for water pollution permits to discharge deck runoff, bilge water, ballast water and many other kinds of liquids that come off boats.
